In 2025, 36 startups in Norway raised a combined €309 million across 36 funding rounds, according to Tech.eu's Funding Explorer. Norway's venture association said H1 2025 was the lowest half-year of invested amounts since H2 2020, and early-stage deals fell further from a low 2024 level.

Innovation Norway, the state agency for business development, lets startups combine several instruments. Its 2026 startup page lists grants for market clarification, two phases of commercialization grants, and startup loans.
